ValidateRule

ValidateRule defines one validation diagnostic registered on the types it applies to. The engine runs a rule only where the value's spec is one of its on types; the rule body then narrows on the constraint meta it enforces. A rule listing several types applies to any of them. The rule id is the stable key used to attach custom messages, localization, documentation, and tooling to a diagnostic. Check are supplied by the implementation. A func can implement a rule via the validateRule metadata tag.
