Ref : Scalar
Reference to another dict. The of meta defines target type.
Ref may be subtyped to classify relationship semantics such as
sys.refs::ContainedByRef. Subtypes are nominal metadata on the
spec only, never value identity: values are always plain refs,
so reflection of a ref value always yields sys::Ref and a plain
ref value fits any Ref subtype.
Refs must adhere to the following limited set of ASCII characters:
- ASCII lower case letter a-z
- ASCII upper case letter A-Z
- ASCII digit 0-9
- Underbar "_"
- Colon ":"
- Dash "-"
- Period "."
- Tilde "~"
- Double colon "::" is reserved for specs/instances in a xeto lib
