energyStarPropertyPull(conn, propertyId)

Create or update a local site record from a property in Portfolio Manager. If an existing rec has energyStarSite tag then it is the site to update. Otherwise create a new site record. Note if there is navigation recs above the site level, then you must manually add the appropiate ref tags. If creating a new record, not all the tags may be get automatically created, so check the record in the BuilderApp. See energyStar.
